On 19 May 2024, the Bulan Institute and Kyrgyz State Technical University named after I. Razzakov officially launched a solar energy initiative in Kyrgyzstan. To mark the occasion, a high-level roundtable discussion on Kyrgyzstan’s renewable energy transition was held at the Kyrgyz State Technical University (KSTU) named after I. Razzakov. The event gathered over 50 participants, including representatives from key government bodies such as the Ministry of Energy and the National Electric Grid, as well as professionals from EnergoProekt, OSCE, UNDP, and energy companies including OJSC "Electric Stations", "Chakan HPP", and "Kyrgyz Industry". The forum also welcomed development partners and experts from GIZ and the Bulan Institute, among others.

The discussion opened with a plenary session moderated by Mr. Almazbek Arzybayev, Vice-Rector for Scientific Work at KSTU. In her opening remarks, Her Excellency Dinara Kemelova, Ambassador and Special Representative of the President of Kyrgyzstan for the Development of Mountain Regions, emphasized the growing urgency of expanding renewable energy access in remote and mountainous areas. She framed the energy transition not only as an environmental imperative, but as a strategic development pathway to reduce energy poverty and stimulate local economies.

She detailed initiatives supporting women in energy, curriculum development in Central Asian universities, and the promotion of sustainable technologies, indicating that the Solar Skills Development Project aligns well with OSCE’s long-term strategic goals. Ms. Manconi stated that the solar energy project will enhance green energy transition in the region and wished success for upcoming trainings.
