On February 11, 2021, the Bulan Institute for Peace Innovations hosted its fourth expert dialogue. The topic was “ISIS Associates held in Camps in Syria and State Policies Toward Children and Women”. It aimed to assess the feasibility of repatriation and the complex process surrounding rehabilitation. The panel was composed of three distinguished experts. The first to speak was Ms Letta Tayler, Associate Director and Terrorism/Counterterrorism lead of the Crisis and Conflict Division of Human Rights Watch. The second speaker was Ms. Saule Mektepbayeva, Programme Management Officer at the UN Office of Counter-Terrorism. The third speaker was Ms. Oliya Ilmuradova, Director of the Baqaror Hoyat NGO in Uzbekistan.
